The Office of the Director provides leadership, direction, and fiscal oversight of the Workers’ Compensation Administration (WCA). The Director is responsible for ensuring the agency operates efficiently and fulfills the mission of ensuring the quick and efficient delivery of indemnity and medical benefits to injured workers at a reasonable cost to employers.

Acting Director

Alexis Armijo serves as Acting Director of the New Mexico Workers’ Compensation Administration. Prior to this role, she served as the WCA’s Operations Administrator, overseeing key agency operations and supporting continued efforts to modernize systems, improve service delivery and strengthen internal processes. Before becoming Operations Administrator, Armijo served as the WCA’s Clerk of the Court for approximately two years. Prior to joining the WCA, she worked for more than 21 years at the Bernalillo County Metropolitan Detention Center, where she held a variety of roles, including serving as Records Manager for more than six years. Armijo brings extensive public service experience, a strong background in records management and operations, and a deep commitment to supporting the WCA’s mission to serve New Mexico’s workers, employers, and stakeholders.
Bill Grigg

Bill Grigg

Acting General Counsel

Bill Grigg serves as Acting General Counsel for the New Mexico Workers’ Compensation Administration. He brings more than 10 years of legal experience in public service, employment and labor law, administrative proceedings, rulemaking, and litigation. His background reflects a strong commitment to public service, practical problem-solving, and helping people navigate complex legal systems. Grigg earned his Juris Doctor from Cornell University Law School, is fluent in Spanish, and is admitted to the Texas and New Mexico State Bar

David Mora

David Mora

Operations Administrator

David Mora joined the WCA in August 2024 as the agency’s Operations Administrator. He brings over 18 years of experience in state government, with a focus on financial regulation, governmental audits, and agency operations. Prior to joining the WCA, Mora served five years as a Special Investigations Supervisor with the Office of the State Auditor and spent 12 years in various capacities with the Regulation & Licensing Department’s Financial Institutions Division. He holds a Master’s degree in Business Administration from New Mexico Highlands University and a Bachelor’s degree in Business Administration from the University of New Mexico. He is a Certified Fraud Examiner (CFE) and Certified Government Financial Manager (CGFM).
